The crazy this is that the fine is $75.00, but if I pay it, it will not go on my record. So I am not sure what it is. If it was a ticket it would go on your record as a moving violation. I think it is just a scheme by the city to get money...

the people who issued your ticket. you have to treat a right turn at a red light the same as a stop sign

Yeah right turn on red is legal unless posted otherwise. I can't tell if it was posted or not from the pics but like the others said, you got popped cause you didn't S-T-O-P. Without a complete stop before making your turn is the same as running a red light or a stop sign. You never know who's watching. I do agree with you though, most people do a rolling stop but you can't when there's cameras watching. Pay the money and chaulk it up as lesson #1 in "The Man Is Always Around School".
